Of those who were registered at the end of 2007, nearly 39% had learning difficulties, 33% were physically disabled and 14% were hearing impaired. As of April 2008 there were only 90 disabled persons working in the public sector in Malaysia according to the Public Services Department.

It was reported that, currently, only a cumulative total of 581 pwds are working in the public service and fewer than 5,000 in the private sector.
