The role of think tanks is changing

The new version of the Penang Economic Monthly was launched on Oct 21, 2009, by Penang Chief Minister Lim Guan Eng at G hotel. This is the speech he made on that occasion.

GOOD AFTERNOON colleagues from the Penang Exco, members of the board of the Socio-Economic and Environment Research Institute (SER1) and its staff, members of the press, representatives of public and private corporations, ladies and gentlemen. Thank you for inviting me here to launch the revamped Penang Economic Monthly.

The Pakatan Rakyat government of Penang has been doing its best to foster governance that demands competence and accountability among its staff, and transparency in its bureaucracy. Through Competency, Accountability and Transparency (CAT) governance, we are convinced that a humble attitude towards work on the part of government servants and politicians, and a deeper understanding on the part of the Penang public of the challenges and problems the government faces are necessary if we are to forge ahead. After all, democracy grows through public participation in government.
